ENROLLMENT/ADMISSION INFORMATION

ENROLLMENT OF RESIDENT/NON-RESIDENT STUDENTS--Enrollment is governed by Board Policy 3120. It states is part:
**Student Membership. It shall be the policy of the North Bend Central Public Schools to provide a free and appropriate public education to all children residing in the school district. Non-resident children shall be educated in accordance with state law and the policies in this section. No child shall be discriminated against in the educational programs and policies of this district based on race, sex, color, creed or handicapping condition. Students, parents, or other patrons who allege that such discrimination has occurred, may refer their complaint to the Superintendent for resolution or transmittal to the Board of Education.
**Resident Students. In accordance with state law, North Bend Central Public Schools shall admit upon request without charge provided other admission requirements are met: (a) all students who reside within the boundaries of the school district or who has at least one parent residing in the district, and (b) any student residing in the school district who is a ward of the state or a ward of any court, or who is living in a residential setting as provided by law. A student who has established residence within the district other than by residence with a parent or legal guardian shall be requested to either obtain the appointment of a legal guardian or obtain a properly executed power from the student’s natural parent authorizing the party holding the power to receive notices and act in all respects as such parent could otherwise act if residing within the district.
**Non-Resident Students. The Board of Education may determine to admit non-resident students under the following circumstances:
(a) Students of school age whose residence in the district ceases during a school year may attend without tuition for the remainder of the current school year without further action on the part of the Board.
(b) Pursuant to a contract with the resident school district where the non-resident student is a resident. Such attendance shall be dependent upon the collection of tuition pursuant to such contract.
(c) Pursuant to the option enrollment program.
(d) Upon request of a student from another state. The admission of such students shall require the approval of the Board of Education and the payment of tuition, in advance, at a rate determined by the Board of Education.
Non-resident students who are accepted for enrollment in North Bend Central Public Schools shall be treated as resident students, except with regard to transportation entitlement, and shall be required to provide such enrollment information and documentation as is required for enrollment of other students, shall be required to be enrolled on a full-time basis, and shall be required to adhere to student conduct rules.
**Homeless Students. North Bend Central Public Schools shall admit homeless students as required by law under the terms of this policy. It is the school district’s policy and practice to ensure that homeless children are not stigmatized or segregated by the district on the basis of their status as homeless.
OPTION ENROLLMENT--NBCPS accepts option enrollment students except when capacity restrictions adopted by the Board of Education would be exceeded. It also permits resident students to option to other districts and waives the deadlines accordingly. TRANSPORTATION--NBCPS provides bus transportation without charge to and from school for resident students who reside outside of the city of North Bend, but within the district’s boundaries. NBCPS DOES NOT provide free transportation to non-resident students except as required by law. Non-resident students who reside within two miles of the district’s boundaries may qualify for fee-based transportation and non-resident students may be picked up a designated pickup points. ADMISSION REQUIREMENTS. Admission to North Bend Central Public Schools is governed by Board Policy 3110. It provides in part:
Nebraska law requires that the parents or legal guardian furnish the following documents as a condition of admission to school:
1. A certified copy of the student's birth certificate issued by the state in which the child was born, prior to admission of a child for the first time. Other reliable proof of the child's identify and age, accompanied by an affidavit explaining the inability to produce a copy of the birth certificate, may be used in lieu of a birth certificate. An affidavit is defined as a notarized statement by an individual who can verify the reason a copy of the birth certificate cannot be produced. (Failure to provide the birth certificate does not result in non-enrollment or disenrollment, but does result in a referral to local law enforcement for investigation).
2. Evidence of a physical examination by a physician, physician assistant, or nurse practitioner, within six months prior to the entrance of the child into the beginner grade and the seventh grade or, in the case of a transfer from out of state, to any other grade, unless the parent or legal guardian submits a written statement objecting to a physical examination.
3. Evidence of a visual evaluation (for school year 2008-2009 and each school year thereafter) by a physician, a physician assistant, an advanced practice registered nurse, or an optometrist, within six months prior to the entrance of the child into the beginner grade and the seventh grade or, in the case of a transfer from out of state, to any other grade, unless the parent or legal guardian submits a written statement objecting to a visual evaluation. The visual evaluation is to consist of testing for amblyopia, strabismus, and internal and external eye health, with testing sufficient to determine visual acuity.
4. Evidence of immunization against diphtheria, tetanus, pertussis, polio, measles, mumps, and rubella, Hepatitis B, Varicella (chicken pox) and Haemophilus Influenzae type b (Hib) and other diseases as required by applicable law, by immunization, prior to enrollment, unless the parent or legal guardian submits a written statement refusing immunization or meets other exceptions established by law (refer to Health and Human Services regulations, 173 NAC 3).
5. On and after July 1, 2010, every student entering the seventh grade shall have a booster immunization containing diphtheria and tetanus toxoids and an acellular pertussis vaccine which meets the standards approved by the United States Public Health Service for such biological products, as such standards existed on January 1, 2009.
Parents may file medical/religious objections to the physical examination and immunization requirements. Forms to submit objections are available from the Superintendent’s Office.
The following information is provided to assist a parent or guardian in receiving information regarding free or reduced-cost visual evaluations for low-income families who qualify: Information about free or reduced-cost visual evaluations may be obtained from the Nebraska Optometric Association (NOA), http://www.noaonline.org/, 201 North 8th Street, Suite 400 P.O. For assistance from VISION USA call 1-800-766-4466. In addition, Lions Clubs throughout Nebraska are committed to assisting disadvantaged families by sponsoring eye exams and eyewear. NOA member doctors will provide eye exams at no cost if no other resources are available.
BP 3110: ADMISSION REQUIREMENTS
PHYSICAL EXAMINATION REQUIREMENTS--In accordance with state law, North Bend Central Public Schools requires that prior to the entrance of any child into Kindergarten and the 7th Grade, or in the case of transfer from out-of-state schools to any other grade in the school, the parent/guardian must submit written evidence of a physical examination of the child by a licensed physician, physician's assistant or nurse practitioner. This definition excludes chiropractors. The examination must have been administered within six months of the enrollment date. The law does not specify the content of the physical exam. Parents should consult their physician about that. The cost of the examination is to be borne by the parent/guardian. As a substitute for such evidence of a physical examination, an objection in writing to a physical examination of such child signed and dated by a parent or guardian of such child may be submitted to the school.
North Bend Central Public Schools also requires evidence of a sports physical on the Nebraska Association of School Activities (NSAA) form (see attached) for a student to compete in junior high or high school interscholastic sports. The district will not accept a waiver for sports participation. Sports physicals meet the school's requirements, but some physician may recommend a more elaborate physical for incoming seventh graders. The sports physicals do not include immunizations.
IMMUNIZATION REQUIREMENTS--A copy of the immunization requirements for the current school year is included with this packet.
BP 3341: PHYSICAL EXAMS AND IMMUNIZATIONS
SPECIAL EDUCATION SERVICES--North Bend Public Schools can provide a broad range of services for students with special learning conditions. This includes pre-school children from birth on. Learning is too important for these services to be unused. If you feel that your child needs more learning assistance than he or she is getting, call us. In addition, the school asks your help in finding children aged 0-21 who may be in need of special education services. These services are provided for children with the following handicaps: vision, hearing, physical development, emotional development, speech or language development and intellectual development. SCHOOL LUNCH PROGRAM--North Bend Central Public Schools participates in the national school lunch and breakfast program. Free and reduced-price lunches and breakfasts are available to low income students. For information and application forms please contact the School Secretaries at NBC Elementary School or NBC Junior-Senior High School.
STUDENT FEES--Student fees are governed by Board Policy 3330. No specific fees for extracurricular activity participation are charged, but students may be required to purchase some of the equipment necessary to participate. Waivers of fees for low income students are available from the Principals. Activity admission fees for students are $3.00, but NBC Junior-Senior High School Students can buy a $25 activity card that covers most games and activities; K-6 students may purchase a 15-game pass for $30. All students are provided with a Student Fee Handbook on the first day of school.
NON-DISCRIMINATION--It is the policy of North Bend Central Public Schools not to discriminate on the basis of race, national origin, creed, age, marital status, sex, or disability in its educational programs, activities, or employment policies as required by Titles VI and VII of the 1964 Civil Rights Act, Title IX of the 1972 Education Amendments, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Nebraska Equal Educational Opportunity Act. It is the intent of NBCPS to comply with the law in making certain that discrimination does not exist in its policies, regulations, and operations. In addition, the school district recognizes its responsibilities under Section 504 (Part D) of the Rehabilitation Act of 1973 to identify, evaluate, and provide access to appropriate educational services for students with disabilities. NEWSLETTERS--Additional information regarding the beginning of the school year is provided in a newsletter mailed to all postal patrons in the community in early August. Bimonthly district newsletters are also mailed and a weekly newsletter is sent home with elementary students.
